In 2001-02 the state government and the Department of Planning and Infrastructure conducted a Freight Network Review, through this process, a 6 point plan to improve the efficiency of freight and car movements in the metro area, in lieu of Roe Hwy Stage 8, was adopted. This was also in recognition of the importance of North and Bibra Lakes by government, government departments, industry and the community.

In 2003, the Environmental Protection Authority (EPA) completed an assessment on the Roe Hwy Stage 8 through North and Bibra Lakes, it concluded that construction of the highway using any alignment would lead to the ecological values of the area as a whole being diminished, and that every effort should be made to avoid this.

The Cockburn Wetlands Centre is dedicated to wetlands, restoration activities, environmental education, youth services & facility hire. Many schools, Tafe Colleges, universities, Aboriginal study and tourism groups, community groups and the public use the centre and area extensively.
